With the financial assistance of the European Western Balkans Joint Fund (EWBJF) under the Western Balkans Investment Framework (WBIF), EPEC supports beneficiary countries in the Western Balkans in their efforts to strengthen their capacity to prepare and procure sound PPPs. EPEC received two advisory mandates:
Current assignment (2016/18): Strengthening the Capacity of the Public Sector to undertake PPPs the in Western Balkans
This capacity building assignment is aimed at disseminating PPP knowledge and good practice on PPP project preparation and procurement across the Western Balkans. It is delivered with a strong emphasis on interactivity between EPEC and the beneficiary countries. The assignment comprises four areas of work:
- Preparing an expert review of PPP projects in the region with the aim to identify good practices and challenges in procedures used to identify and assess these projects, providing an analysis and report of key lessons learnt.
- Conducting capacity development workshops complemented by meetings with project teams to assess the ‘readiness’ for market launch of selected PPP projects, using the EPEC Project Preparation Status Tool.
- Preparing selected PPP guidance documents with a specific focus on the Western Balkan region: ‘PPP Suitability Analysis Guide’, ‘VfM Assessment Guide’ and a ‘Project Preparation and Procurement Guide’.
- Developing selected standard PPP tender documents in accordance with recent EU Procurement Directives (‘Request for Pre-Qualification’, ‘Request for Qualification’ and ‘Main provisions of an availability based PPP contract’).
Previous assignment (2013/14): PPP Institutional Strengthening in the Western Balkans
The assignment aimed to strengthen the institutional framework through sharing knowledge and experience among the countries of the Western Balkan region (Albania, Bosnia & Herzegovina, Croatia, FYROM, Kosovo*, Montenegro and Serbia).
EPEC supported these countries in their efforts to harmonise their legal and institutional frameworks and strengthen project preparation and procurement. A methodology to assess market readiness of PPP projects was developed (EPEC Project Preparation Status Tool).
